I want to make a moving information bar in html similiar to those that you see at the bottom of the screen on news channels

I just want to make a moving information bar but I have no idea how to start it. An example of what I want to achieve is on this site. http://personal.aib.ie/ As you can see the bar is moving and showing info at the same time This is what I want to achieve
