developing a weather simulation program in java language [on hold]

trying to create a java weather program which will read the locations I have in a text file and provide a random, but appropriate forecast for each location. My program needs to be able to register new users for the weather service (for which i have a list of predefined users) i want the user to be able to input the user's name and the weather program provide the appropriate data (temp & weather) for each of the locations the user has registered to for forecast data (I would like to limit each user to a max of 5 registered locations for forecast data). Any design help/ coding outline is greatly appreciated. Don't know of this adds any value, but I use Eclipse IDE.
