working with game video input and window managment?

I was wondering if it was possible to do this with java. I'm looking to make a multi-boxing software for window management/cpu limiting, where I can see all the windows and click on a smaller/background one to change the bigger/main view and limited the frame rate of the smaller/background windows. Something like isboxer but so I don't have to pay $50 a year to do this. So because I "can;t" get the full program here what should I look at to start doing this in java if its possible to do?
