Injecting values from one POM to another when it is not already present

I will have to read 2 pom.xml, say pom1 and pom2. I will then have to check if the nodes from pom2 are present in pom1 and inject the same if it is not present. I know that this is possible with JAXB and DOM paresers. I wonder if there is any out of the box solution to do this?
