Control RTS/CTS using java

I'm still beginner in what have a relation with Mac layer and serial communication. I'm trying to control request to send and clear to send (RTS/CTS) using java from my laptop, mean i want to know if is possible for me to specify when and how many of RTS and CTS I can send in my network. ( I don't have any serial communication device)
